Meeting called to order by Deborah Shumate, Council President, on Monday, January 10, 2022 at 6:30p.m. Deborah Shumate and Andrew Olman were the only members present. All present joined in giving the Pledge of Allegiance.
Due to all managers, Town Clerk, and Town Marshal being out sick, Deb announced the regular meeting was postponed to the following week, Monday, January 17, 2022 at 6:30p.m. but since the Public Hearing for the study and plan to analyze the Milan Master Utility: Wastewater, Drinking Water and Stormwater Planning Study was advertised for January 10, 2022, that part of the meeting would continue due to time constraints and the two present Town Council Members made a quorum. Joining the meeting via Zoom was Doug Price, Wastewater Manager and several Curry & Associates members.
Jodi Comer, SIRPC Grant Administration Manager started the hearing by announcing this meeting was the Final Public Hearing for the study and plan to analyze the Milan Master Utility: Wastewater, Drinking Water and Stormwater Planning Study by Curry and Associates to define and describe the issues, advise of options and make recommendations to address the issues and use federal Community Development Block Grant dollars from the Indiana Office of Community and Rural Affairs to fund this study. Jodi introduced the members from Curry & Assoc. and Jill Curry began presenting the study and findings.
Upon completion of the explanation of the process, study and findings presented to the Town Council chose to approve the Local Resolution Approving the Plan by a motion from Drew and Deb seconded.
Jodi presented an Amendment to Contract for Services between Milan Town Council and Southeastern Indiana Regional Planning Commission to apply the OCRA Master Planning Grant for the amount of $7,200. Deb made a motion to approve and Drew seconded.
Drew moved to adjourn the meeting seconded by Deb.

Minutes of December 2021 meetings were presented. There being no additions, corrections, or deletions to said minutes, they were approved by a motion from Mark and a second from Debbie.
Claims/Financials/Payroll: After review, motion to accept and pay claims was made by Mark and seconded by Debbie. All ayes.
Town Report: Same presented by Doug Price.
Town Marshall's Report: Same presented by Terry Wilson, Town Marshall
Milan Park Board Report: Park Board Absent from meeting.
Old Business:
Curry and Associates gave an update on changes needed to be done. Official public hearing was last week. They will submit paperwork. Mark and Debbie both want to move ahead on grant. Mark made motion to proceed and apply for application, Debbie seconded. All ayes.
Attorney Fledderman presented Resolution 1-1-2022, granting Pike Lumber a tax abatement for a period of 10 yrs on the new phase of development. Mark made motion to approve, Debbie seconded. All ayes.
Invoices were presented to council concerning invoice 00002 from Curry and Associates in the amount of 37,640.00, and invoice from SIRPC in the amount of $5000.00. Curry payment will be from grant in the amount of $36000.00 by a motion from Mark and a second from Debbie. All remaining balances will be split equal between water and wastwater by a motion from Mark and a second from Debbie. All ayes.
