Town of Milan Monthly Meeting Minutes, January 8, 2024

On Monday, 1/8/2024 the Town Council meeting was called to order by Deb Shumate, Town Council President. Other Council members present were Mark Marsee and Drew Olman. All present joined in giving the Pledge of Allegiance.

Meeting Minutes: After reviewing the minutes, from the December 11, 2024 regular meeting, a motion was made by Mark Marsee to approve the minutes. Deb Shumate seconded that motion. The motion was put to a vote and the motion carried.

Claims/Financials/Payroll: After review of the claims and payroll, a motion was made by Drew Olman to approve. Mark Marsee seconded that motion. The motion was put to a vote and the motion carried.

Town Manager Report: Report for December was submitted and presented by Doug Price.

Town Marshall Report: Report for December was submitted by Phillip Wilson, Town Marshall.

Milan Park Board Report: There was no report.

Old/Continuing Business:

Milan Volunteer Firemen's Contract: Tabled until the February meeting.

Milan Laundry Water Bill: After consideration of all the information presented and the guidelines of the ordinance, the board felt that with the sewer credit, that has already been applied, no other credit could be given.

New Business:

Ripley County Planning Commission Board Appointment: A motion was made by Mark Marsee to appoint Milton Teer to the Ripley County Commission Board. Drew Olman seconded that motion. The motion was put to a vote and the motion carried.

Salary Resolution #01082023: A motion was made by Mark Marsee to approve the Salary Resolution. Drew Olman seconded that motion. The motion was put to a vote and the motion carried.

Public Items/Comments on Agenda Items:

Ernest Guy (Fire & Ice Motorcycle Club): Mr. Guy explained they were a motorcycle club that likes to work with and give back to the community. The club would like to hold a festival at the park with hopes of bringing the community together. The Town Board said they felt that would be a great idea and suggested following up with the Park Board about specifics.

Mary Lou Schwipps & Harris Long (Samaritans Hope Chest): Mrs. Schwipps spoke about the roofing issues they were having. Mr. Long then stated that conversations were had, just before the meeting, with the owner of the PC Shop and there was a plan to work together on the roof issues.

Harris Long also brought up that Rumpke had not picked up garbage the last 2 weeks and why should he call Rumpke when he pays the town. It was explained that the town is only a pass through for the payment. The service is being provided by Rumpke, so they would need to be called directly. The Town will however document the complaint.

There were no other comments from the public.

As there was no further business to be conducted by the Town Council, Drew Olman made a motion to adjourn and Mark Marsee seconded that motion. The next regular meeting of the Town Council is scheduled to be held February 12th, 2024 at 6:30 pm.
