Town of Milan Monthly Meeting Minutes, September 11, 2023

On Monday, 9/11/2023 the Town Council meeting was called to order by Drew Olman, Town Council Vice President. Mark Marsee, Town Council member was present. All present joined in giving the Pledge of Allegiance. Deb Shumate, Town Council President, came in a few minutes after meeting started.

After review of the minutes, from the August 14, 2023 regular meeting and the August 23, 2023 executive meeting, a motion was made by Mark Marsee to approve the minutes. Drew Olman seconded that motion. The motion was put to a vote and motion carried.

Claims/Financials/Payroll: After review of the claims and payroll, a motion was made by Mark Marsee to approve. Drew Olman seconded that motion. The motion was put to a vote and motion carried.

Town Manager Report: Report for August was submitted and presented by Doug Price.

Town Marshall Report: Report for August was submitted by Phillip Wilson, Town Marshall.

Milan Park Board Report: Report for August was submitted by Derek Helton, Park Board President.

Old/Continuing Business:

The Town is still in the process of applying for the USDA Rural Development Funding for the Drinking Water Project.

New Business:

The 2024 Budget Proposal was presented by Clerk/Treasurer, Melissa Teer, for public hearing. It was then opened up, to the public, for questions.

The Boze, McKinney, and Evans LLP proposal for Bond Counsel Services was approved. Motion was made by Mark Marsee to approve. Drew Olman seconded that motion. The motion was put to a vote and motion carried.

The 350 Water Main Relocation bids were opened. The opened bids came in as follows, Lykins $34,861 and C/HM Excavating and Construction $48,810. Motion was made by Mark Marsee to award the bid to Lykins. Drew Olman seconded that motion. The motion was put to a vote and motion carried.

The Park Board will begin searching for someone to open, close, and clean the bathrooms at the park.

Trick-or-Treating hours have been set for 5pm-7pm on Tuesday, October 31st.

Public Items and Comments on Agenda Items:

Christmas Walk Stage Rental has been tabled until October meeting.

Nancy Anderson read the petition and spoke with the board about the water bills. She stated she had 26 people who has signed the petition but did not know if those, who had signed, were town residents. She said she would look into that. Mark Marsee stated that the Town Board would take all the information under advisement and would make changes as seen fit.

As there was no further business to be conducted by the Town Council, Drew Olman made a motion to adjourn the meeting at 7:15 pm and Mark Marsee seconded that motion. Due to Columbus Day falling on the second Monday of October, the next regular meeting of the Town Council is scheduled to be held October 16, 2023, at 6:30 pm.
