Town of Milan Monthly Meeting Minutes, August 14, 2023

On Monday, 8/14/2023 the Town Council meeting was called to order by Deb Shumate, Town Council President. Drew Olman and Mark Marsee, Town Council members were also present. All present joined in giving the Pledge of Allegiance.

President, Deb Shumate, stated she would begin the meeting by reading the billing ordinances 52.02 & 52.03, after that, those in attendance would be able to voice their concerns. Five people stepped to the podium, four of them spoke about their concerns, based on water shut off’s earlier in the day. The Fifth was a landlord, commenting on a previous tenant’s bill that is still owed.

Minutes from the July 10, 2023, regular meeting and was presented and reviewed. A motion was made by Mark Marsee to approve these minutes. Drew Olman seconded that motion. The motion was put to a vote and motion carried.

Claims/Financials/Payroll: After review of the claims and payroll, a motion was made by Drew Olman to approve. Mark Marsee seconded that motion. The motion was put to a vote and motion carried.

Town Manager Report: Report for July was submitted and presented by Doug Price.

Town Marshall Report: Report for July was submitted by Phillip Wilson, Town Marshall.

Milan Park Board Report: Report for July was submitted by Derek Helton, Park Board President.

Old/Continuing Business:

The Town is still in the process of applying for the USDA Rural Development Funding for the Drinking Water Project.

New Business:

Friends of Milan Softball, Roadblock, 8/26/23 8am-12pm. Motion was made by Drew Olman to approve and to wave the fee if the high visibility vests are worn the whole time. Mark Marsee seconded that motion. The motion was put to a vote and motion carried.

Christmas Walk, Roadblock, 9/16/23 9am-12pm. Motion was made by Mark Marsee to approve and to wave the fee if the high visibility vests are worn the whole time. Drew Olman seconded that motion. The motion was put to a vote and motion carried.

Milan Youth Football, Roadblock, 10/7/23 8am-12pm. Motion was made by Mark Marsee to approve and to wave the fee if the high visibility vests are worn the whole time. Drew Olman seconded that motion. The motion was put to a vote and motion carried.

Friends of Milan Football, Roadblock, 10/21/23 9am-12pm. Motion was made by Drew Olman to approve and to wave the fee if the high visibility vests are worn the whole time. Mark Marsee seconded that motion. The motion was put to a vote and motion carried.

Public Items and Comments on Agenda Items:

Jeanne Greive spoke about her safety concerns with the sink hole problem, in her yard next to the public sidewalk. Doug Price said they are going to a different repair, since filling the holes with gravel did not work.

Sally Gosmeyer & Chris Bruns, talked about the plans for the Annual Christmas Walk that will take place on November 25, 2023, from 5:00 pm -8:00 pm. There will be a parade of motorized entries, decorated for Christmas starting at 5:30 pm. The parade line up will begin at 5:00 pm at the park. The parade will be led by Santa and will end at the park, at which time the Christmas Tree will be lit.

Erin Thomas of Life Time Resources presented information about the services offered by their organization and asked the Town of Milan, to sign into a service contract for $1000, to help offset their costs, for services rendered to those in the Milan area. Motion was made by Mark Marsee to approve. Drew Olman seconded that motion. The motion was put to a vote and motion carried. This contract will be paid out of the general fund.

Sally Gosmeyer thanked Derek for getting the new tree marker, at the park, installed so quickly.

As there was no further business to be conducted by the Town Council, Drew Olman made a motion to adjourn the meeting at 7:26 pm and Mark Marsee seconded that motion. The next regular meeting of the Town Council is scheduled to be held September 11, 2023, at 6:30 pm.
