Town of Milan Monthly Meeting Minutes, October 17, 2022

Meeting called to order by Deborah Shumate, on Monday Oct. 17, 2022 at 6:30pm. All Present joined in giving the pledge of Allegiance.

First order of business: 2023 Budget Adoption. Drew Olman made motion to accept and Mark Marsee seconded. All ayes. Budget adopted.

Minutes of September 2022 meetings were presented to Council. There being no correction to said minutes, Drew made motion to approve, Mark seconded. All ayes.

Claims/Financials/Payroll: After review of the claims presented, motion to accept and pay claims made by Mark, seconded by Mark. All Ayes. Motion carried

Town Report: Same presented by Doug Price.

Town Marshall's Report: Same presented by Phillip Wilson, Town Officer.

Milan Park Board Report: No meetings have been held. Derek Helton told Council that he and Ryan Carpenter have been clearing out trees around the stage area in preparation of the Christmas walk.

Old Business: 107 Preble was discussed. Attorney Fledderman stated that the County has sent a letter addressing the violations. It would now be up to the Town or the neighbors to file suit. Doug will discuss the matter with the complaining landlord.

New Business: Jodi Comer and Jill Curry opened a Public Hearing to once again pursue an OCRA Infrastructure Grant for drinking water.

Sanitation increase was discussed. Attorney Fledderman will draft an Ordinance for increases.

Miscellaneous Business/Comments/Concerns from Public:

Mike Duffy spoke thanking Deb Shumate and Doug for their effort with the Planning Commission. He also, thanked the Council for the new speed tables that will be installed. Mr. Duffy asked Council if there would be any objections to self funded speed bumps installed on his street. Debbie Shumate stated that it would be an issue with snow removal. Doug also, stated it would hinder emergency vehicles.

Sandy Sieber asked Council about the status on court filing. She was unhappy with the Council picking and choosing of Town violations. Ms. Sieber asked about the 2023 Budget and why it wasn't available for the meetings. She stated the minutes should reflect Budget information and how to access. She addressed the issue of increasing water rates for the drinking water project, stating that maybe the Town should look into incorporating further out to include homes not in Town limits who are using our utilities.
