Meeting called to order by Debbie Schumate, Council President, on Monday Nov. 14, 2022 at 6:30pm. All Present joined in giving the pledge of Allegiance. All Council members present.
Jodi Comer presented 2nd Public meeting of the OCRA water project. Resolution authorizing application submission and local match commitment was signed after a motion from Mark Marsee and a second from Drew Olman.
Minutes of Oct. 2022 meetings were presented, these were approved as written. Drew making the motion with Mark seconding. All ayes.
Claims/Financials/Payroll: After review of the claims presented, motion to accept and pay claims made by Mark, seconded by Drew. All Ayes. Motion carried.
Town Manager's Report: Same presented by Derek Helton, for Doug Price.
Town Marshall's Report: Same presented by Phillip Wilson, Town Marshall.
Milan Park Board Report: Derek Helton submitted update.

1st reading of Ordinance 4-11-22 with amendment to be added. Motion to adopt was presented, amended to reflect sanitation and recycling as one rate. Mark made motion and Drew seconded.
Misc/Comments/Concerns from Public: Sally Gosmeyer and Maggie Hopping gave an update on the Christmas walk and asked for Police presence to help with the event.
Sally thanked the Clerk Treasurer for her help with the town beautification and her help with the Christmas walk.
Mike Duffy asked, who does what in this town. Who makes the decisions? He was informed any decisions will be made by the Town Council. He also wanted information concerning the last exit audit of the Town. He believed he had detected a discrepancy concerning the Clerk/Treasurer and the Council President.
