Town of Milan Monthly Meeting Minutes, February 8, 2021

Meeting called to order by Debbie Schumate, Council President, on Monday February 8, 2021 at 6:30pm. All Present joined in giving the pledge of Allegiance. All Council members present.

Minutes of January meetings were presented. Minutes from January meetings were approved as written. Mark Marsee making the motion with Drew Olman seconding. All ayes.

Claims/Financials/Payroll: After review of the claims presented, motion to accept and pay claims made by Drew, seconded by Mark. All Ayes. Motion carried.

Town Manager's Report: Same presented by Doug Price. He asked Council's approval for GIS mapping provided by INGIS System. Mark made motion to approve, contingent upon approval by Jodi Comer. Drew seconded. All ayes. Motion passed. He also, submitted a request for W. Carr St. water main replacement. Council made decision to table by a motion by Drew and a second by Mark. All ayes. Doug presented a need for water line for the '54 Museum to provide a sprinkler system. This was also, tabled until quotes are submitted for cost, by a motion from Mark and second from Drew. All ayes. Motion carried.

Town Marshall's Report: Same presented by Phillip Wilson, Town Marshall.

Milan Park Board Report: Derek Helton gave update. Derek stated they are getting with businesses to prepare to paint logo's on basketball court. They have applied for a grant for the replacement of a slide in the Park.

Concerns/Comments from the public:

Sally Gosmeyer thanked Derek for the snow removal on the roads. Rev. Harris Long asked when they would be able to take down the tree used for the Christmas Walk. Drew Olman stated he could take down and place by road for the Town to pick up. Derek stated he would get it down and taken care of. Council thanked Derek and Doug for all their hard work.

Jane Vinup asked what the Council had decided concerning allowing the miniature horses within Town limits. Debbie told her, they had not allowed them. Jane also, asked if Doug was now the Manager of the Town. Debbie told her that he was not.

Old Business/Continuing Business:

Attorney Fledderman gave an update on the Rescue 30 building. She suggested that the matter be tabled until next month.

New Business:

Solicitation request presented to Council by Milan Park board for 11/20/21. Mark made motion to approve and waive fees, Drew seconded. All ayes. Motion passed.

Michelle Gilley addressed the Council concerning her desire to start a group to help the local animal population. She asked Council for their support. Council told her they think it's an excellent idea.

Council was presented Insurance information submitted by Michael Loveless.
