Town of Milan Monthly Meeting Minutes, February 10, 2020

Meeting called to order by Deborah Shumate, Council President, on Monday February 10 at 6:30 pm. All council members present. All present joined in giving the pledge of Allegiance.

Minutes of January meetings were presented. There being no correction to said minutes, they were approved. Mark Marsee made motion to approve, Drew Olman seconded. All ayes. Motion carried.

Claims/Financials/Payroll: After review of the claims presented, motion to accept and pay claims made by Drew, seconded by Mark. All Ayes. Motion carried

Town Manager's Report: presented by John Ingram, Town Manager. John asked Council's permission to hire one full-time and one part-time employee. Mark makes motion to hire for both positions, Drew seconds. All ayes, motion carried.

Town Marshall's Report: presented by Phillip Wilson, Town Officer

Park Board: Cis Call, President of the Park Board asked Council for a loan of $15,000.00 to resurface the walking path and complete the basketball court. The park will repay the loan after the money for grants, 5K and sports fees are received. Attorney Fledderman stated that this matter will have to be looked into further. Deb Shumate suggest tabling until later, the Council is willing to help, but will have to see how it can be done. Mark, also, suggest tabling.

Solicitation request from Milan Youth Cheer was presented to Council. Drew makes motion to allow and waive fees. Mark seconds. All ayes. Motion passed.

Doug Price asked Council for permission to purchase a new blower. He presented 3 quotes. Mark asked if Doug would be comfortable purchasing the refurbished blower. Doug said he would not have a problem with it. Mark made motion to purchase the refurbished unit, Drew seconded. All ayes, motion carried.

Deb would like to have another Town Clean Up Week and suggested having an Executive meeting to discuss ideas.

Misc. Business:

Clerk read a letter to Council from Angie Woessner expressing her problem she was having with the Police Dept.

Mark Marsee makes a motion to adjourn. Drew Olman seconds. All ayes.

Mark Marsee was Council member present. Meeting was held to open bid for Community Crossing resurfacing and W Carr project.

David Talbott from Curry and Associates opened bids for the resurfacing.

Town of Milan Special Meeting Minutes, February 12, 2020

Special Meeting held 2/12/2020 at the Milan Town Hall.

All Council members present. Meeting was held to award bids for resurfacing and W Carr project. Drew Olman made motion to award resurfacing bid to Globe Asphalt Paving. Bid total $490,483.85. Mark Marsee seconded. All ayes.

W. Carr project: Mark made motion to award bid to Holman Excavating. Bid total $63,339.00. Drew seconded. Payment to be made from River Boat Fund. All ayes.

Meeting adjourned by motion from Mark Marsee, seconded by Drew Olman. All ayes.


Town of Milan Special Meeting Minutes, February 19, 2020

Milan Town Council held a special meeting to discuss town clean-up. Debby Shumate called meeting to order. All Council present. After discussion, Debby asked to have something put on water bills about clean-up.

Miscellaneous Business: Milan Fireworks. Motion was made by Mark Marsee not to be involved financially in the fireworks, seconded by Drew Olman. All ayes.

Drew made motion to adjourn. Mark seconded. Meeting adjourned.

EXECUTIVE MEETING OF THE MILAN TOWN COUNCIL WAS HELD 2/19/2020 IN THE MILAN TOWN HALL AT 4:30. THIS MEETING WAS TO DISCUSS TOWN IMPROVEMENTS. ALL COUNCIL PRESENT ALONG WITH NOEL HOUZE, REPRESENTING '54 MUSEUM AND TONY CLARK FROM SEIC DATA.
