Town of Milan Monthly Meeting Minutes, March 11, 2019

Meeting called to order by Don Call, council President, on Monday Mar. 11, 2019 at 6:30pm. All Present joined in giving the pledge of Allegiance. All Council members present.

Minutes of Feb 11, 2019 were presented to Council. Minutes from February Meetings were approved as written. Deb Shumate making the motion to approve with Floyd Fox seconding. All ayes. Minutes approved.

Claims/Financials/payroll: After review of the claims presented, motion to accept and pay claims made by Floyd Fox, seconded by Deb Shumate. All Ayes. Motion carried.

Town Manager's Report: Same presented by John Ingram, Town Manager. John asked approval to purchase additional meters. Floyd made motion to purchase. Debby seconded. All ayes.

Town Marshall's Report: Officer Wilson unable to attend meeting due to work obligations outside of Town.

Milan Park Board Report: Same presented by Teresa Johns. Jarrod Rigdon has approached the Park Board concerning building a floating dock, as a project for Scouts. Debby Shumate asked Lynn Fledderman if we need to check on insurance for such a project? Ms. Fledderman suggested checking with our insurance agent.

Concerns/Comments from the public: Sally Gosmeyer asked the Council for funding supporting the Beautification Comm. Don Call suggested $750.00. Debby Shumate made motion, Floyd Fox seconded. All ayes. Motion carried.

Old Business:

SBOA Ordinances - Council will review Ordinances and get back with Attorney Fledderman.

New Website - no update.

Floyd gave an update on the Community Crossing Grant. Still in review as of today. If we are turned down, we will reapply in July.

Sewer televising - Floyd made motion to award bid to Robinson(per recommendation by Curry), Debby Shumate seconded. All ayes. Motion carried.

Smoking bid to Curry. Floyd made motion, Debby seconded. All ayes. Motion carried.

New Business:

Solicitation request for the Milan Jr/Sr prom was approved and fees waived by a motion from Floyd Fox, seconded by Debby Shumate. All ayes. Motion carried.

Garbage contract renewal was brought to the attention of Council. No action was required at the time. Debby Shumate will look into options of consolidating with another town to reduce cost.

Stop sign at the corner of Carr and Main was tabled. Attorney Fledderman instructed the Council that any change (temporary or permanent) to the current traffic situation would require an Ordinance. Debby Shumate made motion to table issue. Floyd Fox seconded. All ayes. Motion carried.

Clerk-Treasurer was given permission to disburse funds in the Utility Clearing Account that have accumulated over time. Floyd made motion and Debby seconded. All ayes. Motion carried.

Miscellaneous Business:

Deb Shumate made motion to adjourn, Floyd Fox seconded. All ayes.
