Meeting called to order by Noel Houze, council President, on Monday July 10, 2017 at 6:30pm. All Present joined in giving the pledge of Allegiance. Council members present were Noel Houze and Don Call. Melissa Baker was absent.
Minutes of June 12, 2017 were presented. Minutes from June Meeting were approved as written. Don Call making the motion with Noel Houze seconding. All ayes.
Claims/Financials: After review ofthe bills presented, motion to accept and pay claims made by Don Call, seconded by Noel Houze. All Ayes. Motion carried.
Town Manager's Report: Same presented by John Ingram, Town Manager.
Town Marshall's Report: Same presented by Phillip Wilson.
Milan Park Board Report: Same presented by Don Call and Susan Houze.
Concerns/Comments from the public:
Questions raised concerning Motorized Cart Ordinance. Noel Houze informed the crowd that a section had been added under New Business to discuss the Ordinance.

Solicitation Request for Milan Youth Football was presented to Council. Don Call made motion to allow with fee being waived with Noel Houze seconding. All Ayes.
Ordinance 7-10-17-1 was presented. This Ordinance will not go into effect until Jan. 2018. Some members of the crowd had questions about the Ordinance and they were instructed to request a copy from the Clerk. Don Call made a motion to accept the 1st reading with Noel Houze seconding. All ayes. Motion carried.
Ordinance amending Ordinance Regulating the Use of Motorized Carts 17-10-17-2 was presented to Council. Don Call made a motion for suspension of the rules with Noel Houze seconding. Council approved 1st and 2nd reading. Don Call making the motion and Noel Houze seconding. All ayes. Motion carried.
Ordinance 7-10-17-3 presented to Council for 1st reading. Don Call made motion to accept with Noel Houze seconding. All ayes. Motion carried.
Ordinance 2017-6-12-2 was presented to Council for 2nd reading. Don Call made motion to approve with Noel Houze seconding. All ayes.
Quote from Poole Engineering LLC was presented to Council concerning Carr Street culvert. Don Call made a motion to accept with Noel Houze seconding. All ayes.
Ordinance concerning motorized cart was discussed at great length with various people in attendance, Matthew Chastain being the main spokesperson. After much discussion Don Call made the motion to delay enforcement of Ordinance until October. Noel Houze did not feel he wanted to second that motion.
Noel and Don both would like to meet with citizens again soon to discuss the issue furtherLynn Fledderman cautioned that it would have to be a public meeting.
Noel addressed the crowd and Mr. Chastain asking for them to organize their concerns and get back with Council and a meeting will be scheduled.
Miscellaneous Business:
Noel Houze stated he would like to commit an amount to the Commuhity Crossing Grant. Don Call made a motion to commit $75000.00. Noel Houze seconded. All ayes.
