Town of Milan Monthly Meeting Minutes, October 13, 2014

Meeting called to order by Paul Hildebrand, council President, on Monday October 13, 2014 at 6:30pm. All Present joined in giving the pledge of Allegiance. Robert Branigan Absent from meeting.

Minutes of September 8, 2014 were read. There being a correction to said minutes, they were approved.

Claims/Financials: After review of the utility bills presented, motion to accept and pay claims made by Paul Hildebrand, seconded by Melissa Baker. Motion carried. After review of the town bills presented, motion to accept and pay claims made by Paul Hildebrand, seconded by Melissa Baker. Motion Carried. Paul motions to pay the regional revenue claims, seconded by Baker.

Town Manager’s Report: Same presented by John Ingram, Town Manager.

Town Marshall’s Report: Same presented by Gary Skaggs, Town Marshall.

Milan Park Board Report: Yatzie not in attendance

Concerns/Comments from the public:

Allen Hoffman spoke to board concerning a growing cat problem in Milan. He states has been trapping cats and has caught at least 7 in the last week. He believes this problem needs to be addressed and would like the board to look into possible solutions. Paul states he is going to contact Osgood to see how they are handling the problem. Larry Eaton, Town attorney is also going to look and see what the town can legally do about the problem.

Allen asks the town board to look into paving Franklin Street and working on the sidewalks. Allen states he understands it is a dead end road but he believes it has not been worked on for several years. Paul explains that they also do the water and wastewater lines under the road at the same time so that the infrastructure is improved and the town doesn’t have to rip up the new roads to fix lines. Pauls states money is a factor because a project like this could easily run $20,000.

Allen also speaks of the Clerk-Treasurer Salary. He states he is unsure why the town is compensating so well. The board explains that once a salary is established for the clerk-treasurer there is not any way to lower the salary. Larry Eaton states you are not paying per hour but for the job to be completed competently.

Janet Haase speaks about her tenant’s water bill. She doesn’t feel she should be responsible for the town’s negligence. Paul states this was to be discussed and the board feels that they cannot hold the landlord responsible for bills that are extremely past due. Melissa adds that the board is working on a form to help keep the landlords in the loop on past due water bills.

Fishing tourney scheduled for October was cancelled due to water levels being too low.

The Business that was looking into the lot on mill road is now unsure if they will still be building in town.

Sandy Sieber would like to ask the board if they could add a crosswalk to 101 and mill road near the high school. She states she sees children trying to cross there quite frequently. The board states they have looked into it in the past but the state highway dept told them there was not enough traffic to warrant a cross walk.

Old Business:

Larry Eaton states we need to make a deal for the grant money. He states that we should offer them 5% of all regional revenue sharing money coming in to go towards the dam project. He also states we need to ensure there is no personal liability going forward.

Paul moves to approve Eatons proposal. Melissa Seconds, All Ayes.

Alward has sent a letter stating that he has fixed the building. Larry is set to call the building inspector.

701 Wood St is prepared for sale. Larry states the town should move the junk. He states if we leave the junk then the appraisal is still good however if the town leaves it they will need to do a new appraisal.

Paul moves to have it appraised and Melissa seconds. All Ayes.

New Business:

Write-offs to be tabled until next month.

Milan Volunteer Fire Dept asks the town for 10,000 for a new truck. The fire dept states it is a ladder truck from Greensburg Fire. The dept states it would help with aerial attack on some of the taller buildings in town. They have brought Greensburg’s resolution for review.

Paul moves to approve resolution, Melissa Seconds. All Ayes

Paul states there is a truck fund in regional revenue sharing where the money is to be taken from.

Halloween is set for October 31, from 5-7pm.

Paul moves to approve monthly adjustments, Melissa seconds. All Ayes.
